{"id":2494,"date":"2020-06-09T15:15:47","date_gmt":"2020-06-09T07:15:47","guid":{"rendered":"https:\/\/www.pacificprime.hk\/blog\/?p=2494"},"modified":"2020-06-09T15:34:41","modified_gmt":"2020-06-09T07:34:41","slug":"social-distancing-rules-extended-in-hong-kong","status":"publish","type":"post","link":"https:\/\/www.pacificprime.hk\/blog\/social-distancing-rules-extended-in-hong-kong\/","title":{"rendered":"Social distancing rules extended in Hong Kong"},"content":{"rendered":"<p>Despite its close proximity to mainland China, where the COVID-19 virus first appeared, Hong Kong has dealt with the pandemic in a <a href=\"https:\/\/www.theguardian.com\/world\/2020\/apr\/17\/test-trace-lessons-hong-kong-avoiding-coronavirus-lockdown\" target=\"_blank\" rel=\"noopener noreferrer\">highly effective manner.<\/a> The city-state was able to avoid a major outbreak and a complete lockdown due to its testing and contact-tracing measures.<\/p>\n<p>Given its <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/health-environment\/article\/3086665\/coronavirus-hong-kong-records-13-imported\" target=\"_blank\" rel=\"noopener noreferrer\">15-day streak without local transmissions<\/a> at the end of May, Hong Kong was all set to return to normalcy. However, the <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/health-environment\/article\/3087082\/coronavirus-four-new-cases-same-housing-estate\" target=\"_blank\" rel=\"noopener noreferrer\">cluster of cases<\/a> at one housing estate in Sha Tin has delayed this. In this <a href=\"https:\/\/www.pacificprime.hk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pacific Prime Hong Kong<\/a> article, we\u2019ll look at what the current rules are, why they have been extended, and how things will go from here.<\/p>\n<div class='code-block code-block-1' style='margin: 8px 0; clear: both;'>\n<p><a href=\"https:\/\/www.pacificprime.hk\/compare-quotes\/step-one\/?campSource=PPHK-Blog&utm_source=blog&utm_medium=content_banner&utm_campaign=Blog_Banner&utm_content=single\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-full wp-image-1644\" src=\"https:\/\/i0.wp.com\/www.pacificprime.hk\/blog\/wp-content\/uploads\/2022\/12\/WP-Banner-revamp-final-20221207_1.-Single-final.jpg?resize=700%2C303&#038;ssl=1\" alt=\"Individual Health Insurance Plans\" width=\"700\" height=\"303\" data-recalc-dims=\"1\" \/><\/a><\/p><\/div>\n\n<h2>What are the current rules?<\/h2>\n<h3>Social distancing<\/h3>\n<p>At present, <a href=\"https:\/\/www.coronavirus.gov.hk\/eng\/social_distancing-faq.html#FAQ1\" target=\"_blank\" rel=\"noopener noreferrer\">social distancing rules in Hong Kong<\/a> stipulate that people can gather publicly in groups of no more than eight, an increase from the previous four-person limit. There are some <a href=\"https:\/\/gia.info.gov.hk\/general\/202005\/19\/P2020051900837_341579_1_1589898871281.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">exceptions<\/a> to the rule such as but not limited to using public transportation, being at a place of work, or within a healthcare facility.<\/p>\n<p>There are also specific COVID-19 regulations in regards to the operation of establishments. For example, restaurants will have to ensure that tables are arranged with a distance of 1.5 meters between them, make face masks a requirement inside, as well as provide hand sanitizers and conduct temperature checks for customers.<\/p>\n<p>While the social distancing rules were meant to expire last week, they have been extended for a further two weeks. Hong Kongers will, therefore, have to abide by the rules until June 18th. For those who flout the rules, there will be a maximum fine of HKD $25,000 and a six-month imprisonment.<\/p>\n<h3>Travel ban<\/h3>\n<p>Along with social distancing rules, an <a href=\"https:\/\/www.coronavirus.gov.hk\/eng\/inbound-travel.html#health_declaration\" target=\"_blank\" rel=\"noopener noreferrer\">indefinite travel ban<\/a> exists for all non-Hong Kong residents. Likewise, Hong Kong residents will have to follow strict <a href=\"https:\/\/www.coronavirus.gov.hk\/eng\/inbound-travel.html#health_declaration\" target=\"_blank\" rel=\"noopener noreferrer\">quarantine requirements<\/a> upon arrival. There are no signs that the restriction on non-residents will be eased any time soon. Quarantine measures for residents have also been extended.<\/p>\n<p>Hong Kongers arriving from mainland China, Macau, and Taiwan will face mandatory quarantine until July 7. For those arriving from elsewhere, quarantine will be in place until September 18. Due to these requirements, and the threat of the virus overseas, the public is urged to avoid all non-essential travel outside the SAR.<\/p>\n<p>The authorities are also looking for ways to ease travel restrictions and restore the flow of people. In the short term, we\u2019ll likely see a \u201c<a href=\"https:\/\/www.scmp.com\/comment\/opinion\/article\/3085307\/coronavirus-soon-hong-kong-may-set-travel-bubbles-and-even-slowly\" target=\"_blank\" rel=\"noopener noreferrer\">travel bubble<\/a>\u201d between Hong Kong, mainland China, Macau, and Taiwan. This policy of gradually opening up the borders can also be seen in other countries.<\/p>\n<h2>Why have the rules been extended?<\/h2>\n<p>There are currently fears of \u201c<a href=\"https:\/\/www.businessinsider.com\/super-spreader-events-account-for-most-coronavirus-transmission-2020-6\" target=\"_blank\" rel=\"noopener noreferrer\">superspreading<\/a>\u201d &#8211; in other words, transmissions spiralling out of control from only a few initial cases. According to a <a href=\"https:\/\/www.researchsquare.com\/article\/rs-29548\/v1\" target=\"_blank\" rel=\"noopener noreferrer\">study<\/a> by Hong Kong epidemiologists, just 20% of cases were responsible for 80% of those infected. Additionally, all transmissions involved indoor social gatherings.<\/p>\n<p>Given these fears, the <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/health-environment\/article\/3087082\/coronavirus-four-new-cases-same-housing-estate\" target=\"_blank\" rel=\"noopener noreferrer\">four new locally-transmitted cases<\/a> linked to the Lek Yuen public housing estate in Sha Tin have resulted in an extension of the social distancing rules. The authorities are currently tracing the movement of infected people and conducting tests for close contacts.<\/p>\n<p>But experts believe that this Sha Tin outbreak might not be the only one. Professor Yuen Kwok-Yung, a microbiologist at the University of Hong Kong, said in a <a href=\"https:\/\/www.scmp.com\/news\/hong-kong\/health-environment\/article\/3087082\/coronavirus-four-new-cases-same-housing-estate\" target=\"_blank\" rel=\"noopener noreferrer\">South China Morning Post article<\/a>: \u201cThere might be many transmission chains happening in the community right now\u201d.<\/p>\n<h2>How will things go from here?<\/h2>\n<p>Unlike some other countries, Hong Kong\u2019s health system has also not been overwhelmed due to the pandemic. And there are no signs of this changing. <a href=\"https:\/\/www.pacificprime.hk\/blog\/healthcare-system-hong-kong-overview\/\" target=\"_blank\" rel=\"noopener noreferrer\">Hong Kong\u2019s health system<\/a> is highly efficient &#8211; albeit expensive. But this doesn\u2019t mean letting your guard down.
